Bugün 3 Aralık Dünya Engelliler Günü. Bu vesileyle tüm engelli kardeşlerimizin gününü kutluyor, kolaylıklar diliyorum.
Değerli milletvekilleri, engelli vatandaşlarımızın sorunları ülkemizin en önemli sorunlarından biri hâline geldi. Başta istihdam olmak üzere engelli vatandaşlarımız ulaşım ve toplumla bütünleşme konusunda büyük sorunlar yaşamakta. Ülkemizde engelli vatandaşlarımızın büyük bir kısmı âdeta evlerine kapatılmış durumda. Bugüne kadar ne yazık ki engelli vatandaşlarımızın ekonomik, sosyal, kültürel ve fiziki altyapı sorunlarının çözümüne yönelik yeterli adımlar atılamadı. Özellikle ağır engelli vatandaşlarımıza hâlen evde genellikle anneleri bakmakta, evde bakım süresi kesintisiz bir şekilde haftanın 7 gününde 24 saat devam etmektedir. Evdeki engelliye bakım hizmeti veren annelerin sosyal yaşamı ve kendisi için ayıracağı zaman maalesef yok, bu kişilere aylık olarak ödenen ücretler de oldukça düşük. Bu nedenle, evde bakım yapan vatandaşlarımız mutlaka sosyal güvenlik şemsiyesi altına alınmalı ve bu kişilerin primleri SGK tarafından ödenmelidir. Düşük aylıklarının yanı sıra engelliler, en büyük sıkıntıyı işsizlik konusunda yaşamaktadır. Engelliler için özel sektörde yüzde 3 ve kamu sektöründe yüzde 4 olan engelli kotaları oldukça yetersiz durumdadır, bu oranların kamuda ve özelde mutlaka artırılması ve kamu tarafından özel sektör kısmının sıkı bir şekilde denetlenmesi gerekmektedir. Engelliliğin değerlendirilmesi için verilen engelli sağlık kurulu raporlarında engellilik oranı hastanelere göre farklılık göstermektedir. Bazı kurumlar engelli vatandaşlardan mevzuata uygun olmayan gerekçelerle gerekli gereksiz yeni raporlar talep etmekte, ayrıca engelli sağlık raporları ücretli olarak verilmektedir, engelli sağlık raporu her koşulda ücretsiz olmalıdır. Ayrıca, engelli vatandaşlarımızın zorunlu olarak kullandıkları tıbbi malzemelerden ve ilaçlardan katkı payı alınması da engelliler için büyük bir yük hâline gelmiştir. Özel ve kamu toplu taşıma araçları dâhil tüm yaşam alanlarının erişilebilirliği konusundaki kanunun uygulama tarihi 2012 yılından itibaren sürekli olarak ertelenmektedir. Uygulama tarihi son olarak 2026 yılına ertelenmiştir. Engellilerin tüm yaşam alanlarına rahatlıkla erişiminin sağlanması amacıyla ertelenmeden, bir an evvel eksiklerin giderilmesi hâlinde caydırıcı cezai müeyyidelerin uygulanması beklenmektedir.
Değerli milletvekilleri, Engelli Vatandaşlarımızın Toplumsal Hayata Katılımlarının Güçlendirilmesi, Karşılaştıkları Sorunların Tespit Edilmesi ve Bu Sorunlara Kalıcı Çözümler Üretilmesi Amacıyla Kurulan Meclis Araştırması Komisyonu Temmuz ayından bu yana çalışmalarını sürdürmektedir. İYİ Parti Grubumuz adına ben de bu Komisyonun bir üyesi olarak toplantılara katılıyorum. Kamu kurum ve kuruluşları ile belediyelerin yanı sıra sivil toplum kuruluşlarından konunun muhataplarını Komisyona davet ederek yaşadıkları sorunları birinci ağızdan dinleme imkânı bulduk. Ayrıca, konuyla ilgili olarak yapılan örnek çalışmaları bizzat yerine giderek inceliyor ve tek tek tespit ediyoruz. İlk tespitlerimize göre yapılan işlerin yanında çok daha fazla yapılamayan işlerin ve çözüme kavuşturulamamış taleplerin olduğunu biliyoruz. Önemli olan Komisyon kurmak değil, Komisyonda alınan kararları ve hazırlanan raporu ciddiye alıp gereklerini yerine getirmektir diyor, yüce Meclisi saygıyla selamlıyorum.
